1 JANUARY 1983

Problem

1.

Home Office officials have advised us that a further

letter from Lord Caithness to Mr Lloyd might help persuade him to recommend that the Home Secretary use his

discretion to register these children as British citizens

under Section 3 (1) of the BNA 1981.

Recommendation

I recommend that Lord Caithness write to Mr Lloyd on the

lines of the enclosed draft.

The Minister is familiar with the background to this issue. Dr C H Leong called on Mr Lloyd on 14 September. (I

attach a copy of the meeting record, kindly supplied by Home Office officals). Mr Lloyd showed himself to be

particularly sympathetic to Dr Leong's arguments and said he

was prepared to reconsider the idea of registration, subject
