BUDGET CONSULTATIONS
Line to Take
On 16 November the Financial
Secretary briefed media representatives on the background information and budgetary principles which he had presented to LegCo Members during the consultation sessions. The next
step forward will be for the Government to assess carefully the useful, but sometimes differing suggestions made, together with several submissions that have been received from professional associations and concerned groups. The Financial Secretary has, of course, not made any specific undertakings in respect of the 1993 Budget package. Nevertheless, he has made it clear that he will stand by his commitment earlier this year to increase substantially tax allowances and adjust tax bands, while emphasizing that these concessions must be affordable and properly focussed.

heard nothing from China about such The Chinese and British Governments have anyway agreed in the MOU to build the airport as part of the Airport Core Programme, The gradual development of Shenzhen's airport for international passenger and cargo traffic will provide some temporary relief to the growing pressure at Kai Tak, although this will be limited by the considerable inconvenience involved, given Shenzhen's considerable distance from down-town Hong Kong. We shall co-operate for this purpose with the Shenzhen Airport authorities but, with the MOU commitment to the Airport Core Programme, we have never envisaged anything further.
