the invitation of holders of "good quality" passports should be considered at a later stage;

family members of entrepreneurs should be considered as meeting the investment guidelines if they are in the top management positions of the companies under control of their families; and

the selection guidelines should be revised to accept candidates with personal investment of not less than $30m and employing not less than 20 persons for both the manufacturing and service sectors.
