The above sources are expected to produce a large number of names. It will be some time before suitable candidates from them can be identified and invited, as it will be a very labour intensive exercise to gather their personal particulars, to carry out character checks, to issue enquiry letters and to assess their eligibility individually.
Relaxation of the nationality requirement

Members proposed at the last meeting that consideration be given to inviting holders of foreign passports to apply. Under article 27 of the British Nationality (Hong Kong) (Selection Scheme) Order 1990, an applicant in the general occupational class who has a right of abode in a territory outside Hong Kong or the People's Republic of China shall have 200 points deducted from the points allocated to him. The intention has been to put these applicants outside the quota through the points mechanism. This device has worked successfully in practically all occupational groups, with the notable exception of occupational group 1 where the quota is
under-subscribed.

As regards the sensitive service class and the entrepreneurs class, the Order states that the Governor shall take an applicant's foreign citizenship into account in deciding whether or not to recommend him. As a matter of policy, the Governor has decided not to invite people who already possess "good quality" passports such as those issued by countries like the UK, USA, Canada, Australia, France and Portugal.
