New Nominations

A list of 1,231 new nominations has been drawn up by the EC Task Group. It consists of owners of manufacturing companies employing 100 persons or more, partners of major professional firms and owners of insurance companies and securities brokerage houses. However, it has been found that 565 or 46% of them either do not meet the BDTC requirement or hold "good quality" passports. There are insufficient personal particulars on 201 of them, and 128 of them have already succeeded in other classes. Only 5 candidates from this source have been invited to date. Enquiry letters are being sent to 239 candidates, and another 7 are undergoing character checks. A summary of the latest position is at Annex E.

The Way Forward

The success rate among the new nominations has been low so far. It will be obvious from paragraph 8 above that only 246 names are still under action. Hence new sources of candidates have to be found in order to increase the number of suitable candidates. One possible source is the owners of manufacturing companies employing more than 50 staff. However, the quality of candidates is questionable since among the 695 owners of manufacturing companies employing over 100 people, only 2 have been invited to date. The EC Task Group does not consider it worthwhile to approach this group.

Another possible source is the recently elected boards of directors of major charity bodies such as Tung Wah, Po Leung Kuk and Yan Chai. The EC Task Group, however, advises against approaching entrepreneurs known to District Officers in the City and New Territories Administration as it would cast the net too wide.
