Casting lots To rank the remaining applicants in the quota-mark zone by casting lots before the Director of Corruption Prevention, ICAC or his representative.

Members further advised that :-

the above list of criteria in order of priority should be used, where applicable, to differentiate equally qualified applicants in all OGs in the GOC and all services in the DSC;

in the event that more than one applicant were selected by applying any one of the criteria, the applicants concerned should be ranked on the basis of the results of the next criterion in the list

and so on;

all applicants scoring the same number of points as the quota-mark should be ranked; depending on the number of unused places in the OG, a corresponding number of applicants in the quota-mark zone should be interviewed in order of ranking and personality checks should be conducted on them; and

in the event that any of these applicants failed and/or verification the

checks personality interviews, the Immigration Department should proceed with such checks and interviews for the applicants with ranking position falling immediately below to ensure that all the unused places would be taken up.
