Arrangements for the second phase of the British Nationality Scheme (Paper No. 115/92)

Members noted that all the recommendations arrangements for the second phase of the Scheme endorsed at the last meeting were well-received by the Home Office and the FCO. Further information would be provided to HMG as requested to support the proposed changes to the points system in respect of public or community service and special circumstances. The first draft of the new Order-in-Council was expected to be available in January/ February 1993. Both the Home Office and the FCO did not foresee any problem in the passage of the new Order in Parliament and it was likely that any legislative amendments in the UK would be completed before the summer recess. Members would be kept informed of the progress of the matter.

Mr Kwok said that the review team was taking a close look at other aspects of the Scheme such as local regulations, cut-off date

application for naturalisation as British Dependent Territories citizens, application form and level of fees. would be consulted on these issues in due course.

Having considered the recommendations set out in the paper, members advised that, subject to reconfirmation of the outcome of the exercise when available, the following criteria for selecting equally qualified applicants should be adopted in order of priority :-
