The only other substantial issue was in relation to the entrepreneurs group. Despite considerable efforts by the Hong Kong Government, figures for the group were disappointing. A number of reasons were suggested: many already hold other good passports or are disqualified for other reasons. It was agreed that the criteria should be applied liberally and that attention should be given to possible inclusion within this category of senior partners in areas such as accountancy and architecture. It was thought nevertheless that the quota would probably be undersubscribed.

In general, it seems that the scheme is working well and the target of 20,000 registrations by the end of the year is likely to be met. The Home Office were commended for catching up with the backlog. (I understand, incidentally, that some further review may be suggestion of the size of the team for 1993).

I chipped in at one point to say that the feed-back from our commercial contacts was almost universally positive. Not every candidate had been successful but the overall impact of the scheme had been widely recognised as positive.
