(b) in case the applicant has served as a volunteer helper, he has undertaken an average of not less than 4 hours of unpaid voluntary service per month.

Criteria for Selection

The Governor has approved an initial list of 2,528 voluntary agencies or institutions for the purpose of points allocation. The initial list of voluntary agencies was selected on the following criteria:-

(a) they are genuine, non-profit making bodies;

(b)

they provide direct medical, educational or social services to the community in a key area; and

(c)

the services they provide are of a sufficiently high standard.

The list, which has been published in the Reference Manuals, is not exhaustive. It may be expanded, on the advice of the Steering Committee, on the basis of claims made by applicants. The Steering Committee has already endorsed the addition of 116 organisations to the list and the rejection of 276 claims. The final lists of organisations recommended and not recommended for inclusion in the list of point scoring voluntary agencies are set out in Annexes A and B respectively for members' consideration.
