that the allegations were made recently, members advised that there were reasons to believe that the applicant was not of a good character despite the absence of criminal proceedings, and that his application under the scheme should be rejected.

Members noted the results of personality checks and verification interviews on the first batch of 31 potentially successful applicants in OG 3 "Business Associate Professionals" and the changes in the profile of applicants in the OG. They advised that
-
(a) the applications from these 31 principal applicants and their dependants should be submitted to the Governor for
recommendation to the Secretary of State for registration as British citizens, subject to confirmation with them that there was no change in their
circumstances; and
(b) personality checks and verification interviews should be carried out for the applicants in ranking positions 2,647, 3,117 and 3,775 in the revised profile, whose adjusted scores were sufficiently high to bring them within the relevant
quota.
