Recommendation
Half of the DSC quota available in the second phase should be distributed among the
disciplined services by reference to their strength on the common date and the other half by their application rates in the first phase.

Transfer of quotas
Article 10(5) of the Schedule to
the 1990 Order
Civil servants who are managers and administrators should compete on all fours with their counterparts in the private sector and there should be no separate quota for them in the second phase.
CONFIDENTIAL
The Governor should be
empowered to transfer unused places among over-subscribed OGS, AOS or disciplined services and between classes.
