We have consulted Hong Kong. They have confirmed that there is in practice no scope for the Prime Minister to say anything encouraging to Mr Harris. I attach the Hong Kong telegrams
83 giving the details. We endorse Hong Kong's advice that
setting a precedent by giving special treatment on political grounds would create enormous pressures from other potential petitioners' cases. We should not reveal it to Mr Harris, but his employees were not even near-misses in the points-scoring system for the available places. It would be misleading to hold out too much hope that they might succeed under the second phase.
