Thank you for your notes of 4 and 7 December about the proposed modifications to the selection scheme for the second

tranche.

2. The proposed changes look reasonable enough to me, and I agree that the next step is to secure Ministers' agreement.

3. I do not think that we need to put the matter separately to

Mr Langdon I have mentioned to him in very general terms what is afoot. I suggest that we should aim to get a submission to the Home Secretary (via Mr Wardle) soon after his return from India. I would be grateful if you could aim to let me have a draft by 11 January. We could take the opportunity to remind Ministers briefly of what is involved in the other Order. I do not think that we need to await Ministerial approval before

preparing instructions for Legal Advisers.

4. I was also grateful for your earlier note of 25 November (which I am sorry not to have acknowledged before now). I found that a helpful indication of the work that needs to be done, but, as you say, if we are to have the Orders in place by April time is pretty short. I would find it helpful to have a timetable working back from when the Orders come into force showing when
