In drawing up the points scales for the OGs in the GOC, the examination and exemption policies of the professional bodies in the professions were adopted. These scales as annexed to the Schedule have been reviewed. All of them arc deemed to be in order except that for OG5 "Accounting Associate Professionals" which is at odds with the existing exemption policies of the HK/UK Associations of Accounting Technicians (AAT). For instance, a Second Level London Chamber of Commerce and Industry (LCCI) Group Certificate and a pass in GCE A-Level Examination in Accounting taken as cquivalent to a Third Level LCCI Group Certificate attract 10 and 20 points respectively under the existing points scale. However, both of them are accepted by the AAT as an exemption from its Preliminary Examination which should score 30 points according to the points table.

To rectify the inconsistency, the points scale for Accounting Associate Professionals has to be revised. The proposed scale at Annex 1 has fully taken into consideration the latest examination and exemption policies of the AAT.

Special circumstances

Under Article 14 of the Schedule of the Order, the maximum number of points which may be allocated to an applicant for outstanding occupational achievements, voluntary service, and acts of bravery or gallantry are 30, 30 and 20 respectively, subject to a ceiling of 50 points for the total. Consideration has been given to lifting the caps imposed on these three component attributes. The profiles of GOC applicants in respect of these attributes show that only a very small percentage of applicants have scored points for voluntary work (5%), occupational-related awards (1%) or acts of bravery or gallantry (0.2%). The majority of those who do score points only score very low points. The reasons for lifting the caps are :-
