balance among the attributes under the points system, it is considered more appropriate to allocate 10 points to each year of relevant experience of an average earner rather than a top earner. A new 12-step earnings scale is proposed at Annex 4. It is basically the same as the existing one except for a finer breakdown below $1 million, and that it involves 2 more steps. Owing to the latter amendment, the top earners may have scored the maximum of 150 points for experience with about 13 years' experience, and Article 12(3)(a) of the Schedule to the Order may have to be revised accordingly.

Recommendation

13.

It is recommended that :-

(a) other than the length of service, income should continue to be taken into consideration in allocating experience points to applicants in the occupational group of managers and administrators in the second phase of the BNS (para. 7); and

(b) the new 12-step earnings scale in Annex 4 should be

adopted (para. 12).
