Earnings scale for allocating experience points

to managers and administrators

This paper outlines the proposal to revise the cranings scale for allocating experience points to managers and administrators in the GOC.

Problem

In the first phase of the British Nationality Scheme, experience points were given to applicants in OGIN "Managers & Administrators" (non-civil servants) in accordance with the length of their experience as well as their income level. The number of points given to an applicant with a particular level of income is governed by a scale set out in Annex 3 of the Schedule to the British Nationality (Hong Kong) (Selection Scheme) Order 1990.

This paper attempts to assess the effectiveness of the existing earnings scale with a view to ascertaining -

(a) whether there remains a need to qualify OG1 applicants' experience with reference to their level of income in the second phase of the BNS; and if so

(b) whether the existing earnings scale is appropriate.
