(b) as a general principle, no transfer of places between classes should take place if there are indications that the unused places in a class can be absorbed in that class (para. 8);

(c) the proposals to transfer unused places in the Annex

should be adopted (para. 11);

(d) any transfer should take place in a one-off exercise on a

date to be specified by the Governor (para. 12).
