As far as the Home office Team in Hong Kong is concerned, consideration could be given to reducing the team to a skeleton presence during the first few months of 1994 So that there will be just sufficient capacity to deal with the residual work arising from the first phase of the Scheme such as the issuing of passports.

By early November this year, we should be ready to let you have our proposals on the arrangements for the second phase. It would then be useful for us to sit together and go over them. I shall be happy to fly out to Liverpool sometime in the second week of November to discuss It appears 3 to 4 working days will be all that is needed, since we shall only be discussing the main issues.
