Thank you for your letter of August about the timing of the

second tranche. Our thinking is taking very much the same shape

as yours.

2. As far as I have been able to establish, nothing very

precise was said on the timing of the second tranche when the

1990 Bill and Order in Council were going through Parliament.

The formula used was that it would start "nearer to

to 1997".

Ministers said that the purpose of the second tranche was to

cater for those who would by then have moved into key positions.

They were concerned also that a proportion of places should be

held back for people who took up sensitive posts near the end of

the period.

We tend to the view that, apart from the clear

administrative convenience, it is right to go for the beginning

of 1994. It does not seem to us that that is too far from 1997

or inconsistent with what was said about the second tranche being
