APPLICATIONS FROM BRITISH COUNCIL STAFF

Mr Renton wrote on 22 October to Mr Goodlad following a trip to Hong Kong in early October. Mr Renton raises no specific questions but records concern registered with him during a call on the British Council about the applications of 8 members of their locally engaged staff under the BNHKA Selection Scheme.

We have consulted the Hong Kong Government (HKG) about the position of the British Council employees in question. They have confirmed that the 8 have been rejected under the first phase of the scheme despite careful examination more than once (in the light of special consideration which the Governor has directed be applied to applicants from the British Council.) The HKG have spelt out the reasons for rejection of the 8 British Council applicants under the various parts of the scheme open to them - 7 of them occupy very junior posts which preclude them from taking advantage of the special consideration available for British Council applicants and the eighth has not clocked up enough years of service.
