ceiling, but if the press picks up on this point (and they

have not done so far) there may be pressure to amend the Scheme to increase the number of principal beneficiaries. Commitment.

(e) Successful applicants in the General Occupational Class are well qualified: almost all of them (98%) hold

professional or vocational qualifications.

(f) Paras 31 and 32 deal with "British undertakings" points. Of the 155 successful applicants in the General Occuptional Class who qualified in the period of this report, 17 score points for their current service with British undertakings and 2 for their past service. Ministers agreed that we should review the operation of the scheme in Autumn 1991 to see how employees of British companies were benefitting from British links points and consider, in the light of our findings, whether there was anything else we should do to help British companies. We postponed this review last Autumn because the delay in

processing applications meant that the relevant information

was not then available. Subject to your views I will now consult Hong Kong about whether we are yet in a position to carry out this review.

4. I attach a copy of the latest statistical bulletin for

week ending 15 February which shows that 3,461 principal beneficiaries had been registered as British citizens and that total registrations including spouses and children amounted to 10,246.
