BRITISH NATIONALITY (HONG KONG) ACT 1990 (BNHKA): GOVERNOR'S

FIRST ANNUAL REPORT

1. The Minister will wish to be aware that the Governor has

submitted the first Annual Report on the BNHKA to the Home Secretary, covering the period from 7 November 1990 (when the Act came into force) to 6 November 1991. I attach a copy of his letter of 7 February enclosing the report.

2.

The Home Office tell me that the report is being printed

as Command 1838 and is due to be laid before both Houses of

Parliament at 1100 on 3 March, and to be published by HMSO at 1500 on Wednesday 4 March. HMG will not propose a debate on the report. The substance is uncontroversial and so the Opposition is unlikely to call for a debate, but certain members may choose to use it as the subject of Early Day Motions or parliamentary questions in the usual way.

3. The report is a technical requirement under Section 4 of the BNHKA. It recapitulates the terms of the BNHKA and subsequent Selection Scheme Order, by way of affirming that
