timing of the publicity campaign (She laugh's paragraph 6): the early part of publicity campaign will merely be psychological preparation. It will simply remind people of the differences between BDTC and IN(0) passports. The aim is to get people actively thinking about applying. We do not intend waiting until legislation is in place before starting this phase of the campaign. But we will have to start publicizing the phased programme itself about three months before it begins. Clearly, we cannot, do that until the legislation is passed
We greatly appreciate your advice and suggestions. The advice in your telno 1033 (paragraph 3) about the Parliamentary programme is reassuring. it means that we can approach ExCo in September (after the summer recess) rather than in July as originally planned. That will give us time for further discussion, both internally and with you. Our Crown Solicitor, Ian Wingfield, will be in London at the beginning of August. It might be useful if he could meet you and the Home Office to clarify any points that may still be outstanding (such as timing and the cut-off dates for BDTC registration). A representative of our Immigration Department could also attend. If you agree, please let us know by retur suggesting possible dates.
