I am glad to be able to say that we have identified a way of meeting both the FCO's requirements (not making changes to the scheme likely to be unacceptable to the Australians, not imposing requirements on blacks which we will not also impose on whites, and avoiding increased resource costs) and the Home Office's (stopping abuse of the scheme). I attach a draft letter to the HO (who have still to be convinced). I would be grateful for amendments by 1600 on Tuesday, 15 September.
