YOUR TELNO 2735: LEGCO QUESTION ON BN (O) PASSPORTS

1.

The answer to (a) and (b), is as you assumed, No/No in both cases. We suggest that you do not elaborate further.

2. On (c) the question as drafted implies that the United Kingdom has been engaged in a process of securing assurances from individual countries that they accept the status of

British National (Overseas) since the introduction in 1987 of this status. This is not the case. We suggest the following draft reply:

Quote: The UK carried out an extensive briefing exercise in anticipation of the introduction of the new BN (0) status in 1987 to explain it to other countries and at that time no countries indicated reluctance to accept BN (0) passports. Since then, the introduction of BN (0) passports has gone smoothly and no state has, as far as we are aware, withheld recognition of BN (0) passports. Unquote
