None of these measures, however, would tackle the immediate concern at the

number of applications from Commonwealth citizens who obtain entry first as ordinary

visitors and then stay on as working holidaymakers. The most effective measure to

tighten our control over this would be to require an entry clearance backed by no

Moreover, developments linked to the External Frontiers Convention mean that

introduction of an entry clearance requirement is probably inevitable at some stage.

Our European Partners, particularly those with newly introduced immigration systems,

have made it clear that in their view non-EC nationals crossing the external border for

a long stay in the Community should be in possession of documents proving that entry

requirements are met. This will cover working holidaymakers for whom the document
