PROBLEM

1. To obtain a preliminary Ministerial steer on the line to be

taken take by MVD's observers at the 9 September meeting of the Board of the Home Office Immigration and Nationality Department (IND). (The Board will consider proposals to tighten the provisions of the WHM scheme. Because Mr Lennox-Boyd will be

away between 22 August and 6 September, I have to seek guidance before the issues have been discussed interdepartmentally as

thoroughly as would be normal).

RECOMMENDATION

2. I recommend that:

(a) we accept the Home Office proposal that people admitted to

the UK as visitors should not be allowed to switch to WHM

status;
