1. Please refer to previous correspondence on this subject. I now enclose a copy of a draft paper on registering BDTC's as BN (0)'s which the Hong Kong Government propose putting to ExCo on 14 July as well as a copy of Hong Kong telno 1528.

I should be grateful to receive comments from the Home Office on this draft. As Hong Kong have asked for a reply by 30 June could I please have your comments in time to meet this deadline.
