Japan was particularly concerned about private initiatives from former Soviet arms factories. The proliferation of advanced weaponry from Russia could be a serious problem. The Prime Minister agreed. We needed
to pool information if any came to our attention. The UN Arms Register should at least help.
The Prime Minister invited Mr Miyazawa to raise any other questions but Mr Miyazawa had none to raise. The Prime Minister then invited Mr Miyazawa to remain behind for a private word about Far Eastern Prisoners of War (recorded separately).
