RECOMMENDATIONS

Ministers are invited to endorse the scheme in principle but
to agree that officials should ensure that the concerns expressed
above and any others that Ministers might have, are drawn to the
attention of the Executive Council. Ministers may also wish to
agree that in the final analysis it is for Hong Kong to exercise
their own judgement on the details of the scheme but that we
should insist on there being only one Order-in-Council.
