I think Hong Kong Government can press ahead with an advertising campaign to encourage applicants for BDTC or BNO status to apply earlier rather than later but I do not think it should refer to cut off dates until we have decided what cut off dates, if any, we need for an amending Order. Two lots of dates would lead to endless confusion.

5. I understand that FCO telno 259 of 13 February 1985 referred to in Hong Kong telno 2016 of 25 June 1991 is not on your files. If you cannot retrieve a copy of this from

an FCO source, please would you ask Hong Kong for a copy I think it is likely to be of particular relevance to the issue of providing for cut off dates and transitional arrangements in an amending Order.
