I would like to refer to your telephone conversation with Mr John Dean of the Hong Kong Security Branch and wish to introduce to you Mr NG Wai-leung Anthony, Principal Immigration Officer in charge of our Documents Division, who is planning to visit the UK later this month. We propose that he takes the opportunity to call on you to let you know the latest position of our planning work on the arrangements for registration of Hong Kong British Dependent Territories Citizens as British National (Overseas) and to discuss further with you matters previously raised in our telegrams No. 2016, 3141 of 25 June 1991 and 8 October 1991 respectively and telegram No. 51 of 8 January 1992.

As seen from here, the best time for Mr NG's visit to your office would be on 23 and 24 March.

During his stay in the UK, Mr NG intends to visit the UK Passport Agency as well to learn about their experience on postal application for passports. I am writing separately to Mr Hayzelden to propose that Mr NG visits them on 25 and 26 March.
