admitted to public service posts, it is arguable

that it is only necessary to exclude all those who

are currently eligible for public service posts by

reason of their citizenship of an independent

State.

This would appear to leave the following

(a) British citizens; (b) all

categories:

British Dependent Territories' citizens; (c)

British Overseas Citizens; (d) British Nationals

(Overseas); (e) British subjects and (f) British

Protected Persons.

While each of these categories raise different

considerations, all are clearly categories of

citizenship connected with the United Kingdom.

Those falling within these categories may be

issued with British passports enabling them to

claim Crown protection when abroad (and requiring

allegiance to the Crown in return). Moreover they

may acquire British citizenship by registration

after fulfilling certain residence requirements.

It should be noted, however, that many of these

categories do not carry the right of abode in the

United Kingdom.

If it is regarded as compatible with EC law, to

admit a range of nationality categories to the

public service "core" it is also necessary to
