I have been asked to record in writing the point I made to you orally that to include in the nationality categories eligible to be recruited to the public service "core" British nationals who do not have the right of abode in this country seems pointless. You took this on board but wished to keep open all the options.

It has also been drawn to my attention that it is not correct to describe British Protected Persons (BPPs) as a category of citizenship (para 2 (c) of draft letter). It is a status rather than a category of citizenship.
