We spoke some time ago about your minute of

19 November 1991 in which you asked about the origins of the exclusion of BDTCs and BN (O)s from eligibility for appointments in the Diplomatic Service.

As I explained formulation of the nationality rules for entry into the Diplomatic Service falls within the realms of Personnel Policy Department and Mr Dennis, to whom I am copying this minute, may wish to comment. However Nationality Treaty and Claims Department has the task of translating the parameters set by PPD into nationality terms.

To set your question in context, prior to the implementation of the British Nationality Act 1981 our citizenship was expressed in terms of British subject/Citizen of the United Kingdom and Colonies, this embraced persons who acquired that status by a connection with a dependant territory. However generally speaking people who held their citizenship only by a connection with a dependent territory were subject to UK immigration control under the Immigration Act of 1971. Apart from other considerations it would appear to be irreconcilable if persons who were subject to UK immigration control could at the same time be eligible for membership of our Diplomatic Service.
