I understand that you have certain equipment (Spendex 40) which might serve the purpose and that this could be loaned to us quickly but that first you need to put the matter to G.C.H.Q. I should be most grateful if you could secure their early

agreement.

I mentioned that Government House in Hong Kong already have

secure fax links with the Foreign Office in London. I hope that

this existing equipment could be used to save any delay in having

the link established at that end. To avoid delay and expense at this end I envisage that the equipment would be linked to B4's

existing fax machine in the post room in India Buildings. Those

who would be sending the material (me in B4's case) have the necessary security clearance (PV-TS).

I look forward to some early news from you on this.

SECURE TELEPHONE TO PEKING

I understand that the Governor of Hong Kong has been seeking a secure telephone link with the Embassy in Peking, and particularly felt the need to have such a link during his recent visit there. I also understand that he believes that this proposal has run into considerable procrastination.

It may be that there are real technical difficulties about installing a secure link but I am sure the Prime Minister would not want bureaucratic difficulties to stand in the way.

The desirability of a secure speech link is obvious.
