ATTC TAIWAN: COMMUNICATIONS

1.

Mr Burns, AUS (Asia) chaired a meeting on 30 March to discuss changes in the operation of the Anglo Taiwan Trade Committee (ATTC) operation in Taipei now that we are putting in FCO staff, on secondment to run it. One of the areas covered was communications. The following picks up the points discussed at that meeting and sets out an outline of how FED proposes communications with the ATTC will work. I should be grateful to know the state of play by 17 April, so that we can issue a guidance telegram before the end of April.

Unclassified Mail (ISD(S) to lead)

2. An unclassified bag will be sent weekly, by a commercial courier, between FCO and ATTC. Official stationery may be used. Mail should be addressed to Mr Morrice, Mr Hurley or Mr Jupe as follows: ATTC Taipei, c/o FCO, King Charles Street etc. The bag will be over bagged with a plain cover. The service should be operational starting on 18 May, a week before the new Director, Mr Morrice (DS4) reaches post on 25 May. There should also please be provision for the three seconded UK-based staff (Mr Morrice, Mr Hurley and Mr Jupe) to use the bag for private mail and parcels, particularly since two of them have small children. FED is looking into ways of ensuring that the bags are not tampered with en

route.

Fax Communication (ISD(O) to lead)

ATTC will be equipped with faxlok equipment, with the same key material as BTC Hong Kong, FED, ATTC Croydon (if Security Department are content) and OT2 at the DTI. ISD (0) need to liaise with DTI to ensure that DTI obtain the necessary equipment. This system will operate for unclassified and restricted items only. The fax machine should be in Taipei before Mr Morrice's arrival on 24 May, and the key material should be waiting for him to pick up in Hong Kong before 23 May.
