I am not yet sure how the air services people here will react to your telegram. As of this morning, I am not sure that they had yet seen it. This is because the communicators gave the original incoming telegram the same distribution as the outward one to which it was replying, which is a general distribution covering JLG work in general, rather than ASAs in particular. so happens that the Economic Services Branch is about the only Department of the Hong Kong Government which is not included in this distribution, and which did not therefore receive your telegram. Unfortunately it went to so many other people, that there was no possibility of recovering it. The communicators gave the same inward distribution to the re-drafted telegram which included Hong Kong and Peking on the address line. We have had this corrected this morning!

We will now discuss with Economic Services Branch a reply to the telegram. I shall also send you my personal views, but by fax!
