When Stephen Day was here last month, I registered with him our appetite for more reporting from the BTC, both on specific projects, and an occasional atmospheric round up of the mood in the business community.

His plan

2. I have now had the attached letter from Mr Day. to "start regular reports for the wider Whitehall audience" is good news - not before time one is tempted to say.

He is clearly diffident about producing atmospheric pieces. But the sort of impressionistic account in the attachment to his letter is in my view a useful addition to the reporting we get from the Hong Kong Government. I propose ✓ to encourage him to let us have more in this vein (on a

personal basis by fax if he is concerned about the Governor). He has misunderstood what I had in mind as the purpose. I ✓would not envisage copying them to the DTI as "political

guidance" They are an input to our own overall assessment of ✓ the mood in Hong Kong. No need, in my view, for them to be ✔routed via Mr Galsworthy.
