disproportionate harm in Hong Kong. We have learnt that Home Office officials are nonetheless recommending an unhelpful reply. If raised, the Secretary of State should simply say we are awaiting a reply from the Home Office.
Future Consulate General and Residence
24. Following a limited design competition earlier this year involving 6 architectural practices, OED plan to recommend to Ministers that Terry Farrell be appointed as Architects for the new Consulate General building (on the Colvin House site). Construction will begin early next year and the building should be ready for occupation in 1996. On the question of a residence for the future Consul General, we hope to persuade HKG to provide a suitable house. OED have recommended that we allow the new Governor time to settle in before renewing our discussion on the matter.
