12. The modalities for the return of the non-refugees already in Hong Kong at the time of the announcement of the Orderly Repatriation Programme (October 1991) have now been agreed with the Vietnamese. The first flight under this phase (ORP II) took place on 19 June. The next is planned for 4 August. After the third flight we will review the situation with the Vietnamese. We hope Hong Kong's contribution of HKD 10 million financial assistance to Vietnam for the reintegration of returnees will ensure the continuation of the programme. The UK has done its bit financially through bilateral and unilateral contributions.
