HONG KONG CIVIL SERVICE

LOCALISATION OF THE CIVIL SERVICE

Progessing steadily. Over half the Secretaries and Heads

of Departments are now local officers. The directorate is 63% local and the senior professional/management level is

already 75% localised. Overseas officers now less than 1.4%

of the Civil Service overall.

MEMBERS OF HER MAJESTY'S OVERSEAS CIVIL SERVICE (HMOCS)

We are well aware of HMOCS members' concerns. We are

looking at the complex range of HMOCS issues carefully and

as a package. Officials are working hard and Ministers are

closely involved.

· Officials held first round of discussions with HMOCS

Association representatives in May. Hope to hold further discussions in September.

We appreciate the need for an

announcement as soon as possible.

POLICE MORALE

- The police continue to perform their duties with dedication, determination and courage despite the real difficulties and hazards they face.

The Hong Kong Government has taken steps to address police concerns and to give proper recognition to their role and achievements. Understand the pay scale for junior police officers has been raised recently and better weapons and equipment provided. Also that applications to join the force have doubled since these new steps were announced.
