Outline for Introductory Remarks

A visit to Hong Kong even a short one is an exhilerating experience. I am delighted to find Hong Kong so full of energy and enthusiasm. The Governor was right to describe your territory in his speech at City Hall as one of the wonders of the world. Much as changed even since I was here last September, with the Prime Minister.

Since then we have in Britain had a General Election, which

has ensured that there is continuity in British Government policy towards Hong Kong. It has also, as an indirect result, enabled us to send one of our very finest political leaders to Hong Kong as Governor. I wanted to have an early discussion with the Governor, to talk over with him some of the issues of political development on which we will need to be forming a view later in the year.

I also wanted to see something of the new development taking place aroung Hong Kong. This morning I saw the container terminal at Kwai Chung spectacular evidence of Hong Kong's

crucial role as the crossroads of Asia and the gateway to

China. I also visited Tsuen Wan District and went round the

Clague Garden Housing Development there, as well as the Yuen

Yuen Institute.

Perhaps most important, I wanted to have the chance to talk to a wide range of people in Hong Kong. I had a most interesting
