BRIEF NO 5: MEETING WITH OMELCO

Only a short visit this time. But glad to have this opportunity of a meeting with you all. Want to hear your

views.

- Have heard about lively debates in LegCo recently. that important matters should be aired and discussed in

public. But also important that such debate should enhance,

not impede, the efficient conduct of government. Good to be more transparent, but must still be effective.

Glad to see that business is getting through LegCo.

Getting on for 80 bills likely to be enacted by end of

current session.

Arrangements for the 1995 LegCo elections will be a major issue on the political agenda over the next six months.

not want to preempt conclusions the Governor will reach

after he has carried out his consultations, including discussions with you. But noted with interest the recent

debate on the Select Committee Report.

Both the Governor and I attach great importance to establishing good cooperation with China and working to remove misunderstandings. Disappointing that we have not yet managed to get agreement with the Chinese side on

airport financing arrangements. But hope we can reach

agreement soon. Hong Kong Government have made constructive proposals to meet Chinese concerns.
