- We are working to clarify with the Chinese Government issues (like their definition of Chinese nationality which will affect rights of abode after 1997.

(Defensive: The airport: Too expensive).

- A matter for the Hong Kong Government, but we agree the airport is important for Hong Kong. Need to maintain well into the future Hong Kong's place as one of the key trading and financial centres of the region. Will bring great benefit

both to the SARG and to China.

Project is ambitious, certainly, but has been planned to be cost-effective. The cost to government has not gone up.

(Defensive: Vietnamese Boat People: Britain not doing enough)

Hong Kong has responded magnificently to the international problem of the boat people. Widely appreciated in Britain.

Britain has also done much: so far this year, we have contributed £6m to UNHCR Comprehensive Plan of Action appeal, £3m to EC appeal for Reintegration Assistance as well as our own contribution through the EC. We have spent £1 through the NGO programme for rural development in Vietnam.

- We have also, of course, invested much effort in setting up the Orderly Return Programme. That is now delivering real

results as well as deterring further arrivals.
