(e) The new airport. Mr Leung Kwong-cheung said that the people of Hong Kong should have improved access to the decision-making process about the new airport through the Airport Consultative Committee. Other members spoke about the linkage established by the Chinese Government between the airport and consitutional issues. The Secretary of State stressed that we wished to avoid such a linkage. There were certain difficulties over the financial arrangements for the airport, but these should be resolved on their merits. He was confident that the airport project would go ahead.
(f) British Nationality Act 1990. Mr William Wan expressed his concern that the current points system discriminated unfairly against older people (such as himself) who had made an important contribution to Hong Kong through service as a District Board Chairman. The Secretary of State said he understood Mr Wan's concern. The Hong Kong Government had the points system under review.
(g) Wan Chai District. Mrs Peggy Lam raised her concern that Wan Chai District should become a separate LegCo constituency. The Secretary of State said that the Hong Kong Government were aware of this concern and would take it into account in their review of the constitutional issues.
