Hong Kong are keen to know whether the Secretary of State may wish to stop in Hong Kong on his way back from the

EC/ASEAN Ministerial in Manila on 30-31 October. Since it is

not yet certain even whether that meeting will take place (I understand that SEAD will submit after Mr Masefield's return), I submit a draft holding reply.
