The Governor will send the customary Mood Telegram, on 22 July, The Secretary of State is familiar with the range of concerns which preoccupy the various sections of Hong Kong society. The state of play on some of them is summarised in the Background Note. Separate background notes have been provided by the DTI, HKG and the Trade Commission on UK/Hong Kong Trade and Investment, the Hong Kong Economy, and British Business Prospects. As background of a more reflective kind, we have included a copy of Lord Wilson's Valedictory Despatch.
