In answer to questions News Department proposes to say the following:-

On the record

We have no announcement to make about a visit to Hong Kong by the Secretary of State at present (standard line).

Unattributable

We expect that the Secretary of State would wish to visit Hong Kong fairly soon after the arrival of the new Governor. We cannot confirm the dates of any such visit at present.

We would be happy to field all questions relating to the visit here in News Department.
