MY VISIT TO HONG KONG AND VIETNAM: 4-13 SEPTEMBER 1992

1. I have just returned from visits to Hong Kong and Vietnam. My journey took me from the splendours of Government House to a peasant's daub and wattle hut in Quang Ninh province, Vietnam. I was grateful for the hospitality extended by the Governor and Lavender Patten and Peter and Rosamund Williams and for the

excellent programmes which they organised. The following summarises my main impressions and conclusions.

HONG KONG

2. In Hong Kong I found a lull before the storm. The community is waiting with some nervousness for the Governor's speech on constitutional issues on 7 October. Thereafter the real debate will start: people foresee a difficult autumn and problems with the Chinese. During my visit members of OMELCO, ExCo and
